My mistake on the post above. I thought this measure was already approved and almost everyone seemed to think it was done. The SD wildlife commission voted 4 to 3 to approve the 5 bird limit, however an approval by 5 is required so the measure failed! The 3 pheasant limit remains in effect for SD.
